KM (German) BBs have turtlebacks so even flat broadside, at best you will get pens, in some conditions MN (French) BBs and even some odd ones like Amagi have turtlebacks (less effective ones) so it can be hard to citadel them too (at certain ranges and calibres). Mark the target, so the gunners know what to aim for, fire one shot that usually goes somewhere. Click that, strip down different section with the different options to view the citadel. To view where it is on a ship, preview in port, on the RHS there is an 'armour layout' button (or worded similarly). It most depends on the target though, some are easy to citadel, some are almost impossible.
